About
Elaine is a senior development and design leader with more than 30 years of experience delivering transformative corporate, civic, and institutional projects. Known for her ability to align clients, public agencies, and community stakeholders around ambitious goals, she specializes in guiding complex, high-profile developments that integrate design excellence, technical execution, and long-term community impact.
Since joining Seneca Group in 2014, Elaine has provided executive leadership across planning, entitlements, design, construction, and transition to operations for some of the nation’s most recognizable projects. Her portfolio includes landmark developments such as the Amazon’s Spheres in Seattle, Amazon’s HQ2 and The Helix in Arlington, VA, Shaver Hall within New York City’s historic Lord & Taylor building, and the Bill & Melinda Gates Foundation campus expansion. She is particularly experienced in highly visible, design-forward environments that blend workplace, retail, public, and experiential uses while requiring sophisticated stakeholder engagement and regulatory coordination. She is currently leading development of a uniquely positioned public high school in the Washington, DC metro area, reflecting her ability to navigate both private and civic-sector initiatives.
Prior to joining Seneca Group, Elaine served as a Director with the Federal Transit Administration, overseeing major transportation and infrastructure investments across the Pacific Northwest. Earlier in her career, she managed development of the Seattle Seahawks Headquarters and Training Facility and spent more than 15 years leading corporate, healthcare, and institutional projects.
A passionate advocate for design excellence, historic preservation, and community engagement, Elaine has served in leadership and advisory roles with the Seattle Design Commission, the City of Seattle Landmarks Board, and the AIA Seattle Board of Directors.
Elaine holds a BA in Architecture and Urban Design from Lehigh University.
