Charles is a results-driven development leader with 10+ years experience delivering large-scale, complex projects across multiple jurisdications. Known for his disciplined approach, collaborative leadership style, and commitment to excellence, he guides projects through planning, design, construction and occupancy while balancing stakeholder priorities, budget considerations and project risks.

Since joining Seneca Group in 2019, Charles has played an integral role in the development of 4M+ SF of office space as part of Amazon’s HQ2 in Northern Virginia. His work has spanned major developments in Arlington, VA, Washington DC, New York City, and the Pacific Northwest, providing him with extensive experience managing complex design and construction processes, coordinating diverse stakeholder groups, and navigating diverse and challenging regulatory environments.

Charles is recognized for building strong, collaborative teams and maintaining a relentless focus on excellence throughout all project phases. He combines technical expertise with practical problem-solving to identify and mitigate risks, drive informed decision-making, and help project teams successfully navigate complexity.

Prior to joining Seneca Group, Charles served as a Development Manager with Property Group Partners in Washington DC, where he worked on several significant urban development projects, including Capitol Crossing, a 2.2M SF air rights development over Interstate 395. His experience also includes site selection, entitlement coordination, due diligence, community engagement, and multi-family construction.

Charles holds a Master of Business Administration from Georgetown University and a Bachelor of Science in Civil Engineering from the University of Virginia.
