Challenge
As Seattle Children’s first remote ambulatory facility, the project required establishing a new model for delivering pediatric care beyond the main hospital campus. The development involved navigating a complex entitlement process that included a Comprehensive Plan Amendment, rezone, Certificate of Need approval, Department of Health review, and building permits. Because no zoning classification existed for the proposed use, a new medical institutional zoning district needed to be created in partnership with the City of Bellevue. The project also sought to pioneer new delivery methods that aligned with Seattle Children’s commitment to Lean operations and collaborative project execution.
Solution
We supported Seattle Children’s through site selection, feasibility analysis, master planning, entitlements, design, construction, and occupancy. Our team facilitated one of the first Integrated Form of Agreement negotiations in the region, establishing a tri-party relationship between owner, architect, and contractor. Working closely with city officials and project stakeholders, we helped secure a Comprehensive Plan Amendment, rezone, and regulatory approvals on an accelerated schedule. Lean design and construction principles were incorporated throughout planning and implementation to support collaboration, efficiency, and cost control.
Outcome & Impact
The Bellevue Clinic & Surgery Center established Seattle Children’s first remote ambulatory campus, expanding access to pediatric specialty care for families across the Eastside and surrounding communities. The 80,000 SF facility includes surgery, diagnostic imaging, urgent care, orthopedics, infusion services, sports medicine, audiology, and other outpatient programs supported by a 240-stall underground parking structure. The project also established new entitlement and delivery frameworks that influenced future healthcare development efforts in the region. Seattle Children’s gained a strategically located outpatient hub that expanded its reach while supporting long-term growth beyond the main campus.
