Challenge
The Port of Seattle sought to unlock the development potential of approximately 94 acres of underutilized upland property at Terminal 91 but faced significant complexity due to the site’s scale, infrastructure requirements, financial uncertainty, and regulatory constraints. Multiple development scenarios needed to be evaluated for feasibility and risk, while existing land use controls required modification through a comprehensive entitlement process, including environmental review and potential amendments to the Comprehensive Plan and zoning framework.
Solution
Seneca Group led the master planning and entitlement process for Terminal 91, coordinating the multidisciplinary team, managing the master plan architect in developing and costing multiple development scenarios, and performing real estate financial and risk analyses to inform decision-making. We also worked closely with the EIS consultant and legal team to advance the entitlement strategy, including preparation of an Environmental Impact Statement, a Comprehensive Plan Amendment, and a zoning overlay to establish development standards supporting the Port’s long-term vision.
Outcome & Impact
The planning effort established a strategic roadmap for one of Seattle’s largest undeveloped waterfront properties. Development scenarios, infrastructure requirements, and entitlement pathways were evaluated to support informed long-term decision-making. The project positioned the site for future growth while providing a clearer understanding of development opportunities and associated risks. The Port of Seattle gained a comprehensive planning and entitlement framework to guide future investment and redevelopment efforts.
